What Is a Safe Haven?

A Safe Haven is a 24-hour, 7-days-a-week community-based early recovery model of supportive housing. Safe Havens serve hard-to-reach homeless individuals with severe mental illness and/or substance use problems who are living on the street and have been unable or unwilling to participate in traditional treatment and supportive services.

Consistent with the principles of Housing First, this model does not require sobriety or full compliance with treatment for admission or continued stay. Safe Havens continuously engage residents using state-of-the-art, evidence-based therapies — providing a housing environment that is safe, sanitary, flexible, and stable.

Research indicates that low-demand housing programs are more effective than traditional programs in reducing hospitalizations, with similar outcomes regarding substance use and participation in mental health programs.

No Sobriety Requirement

Sobriety is never required for admission or continued stay. We serve veterans where they are — not where we wish they were.

No Treatment Compliance Required

Treatment compliance is never a condition of entry or continued residence. Expectations are high — but demands are low.

Chronically Homeless Veterans First

We specifically target veterans who are chronically homeless and living on the street — those with severe mental health and/or substance use challenges who have fallen through every other crack.

Housing Is the Priority

Above all else, we are a housing program. A roof, stability, and safety come first — everything else follows from there.
